Nothing moves in Bihar even in Mr. **********'s regime
I received a letter from bihar state housing board (BSHB)stating that by 31.01.2011 my dues to BSHB is Rs. 487,987.81/- which came as a shock to me as the cost of MIG flat was Rs. 202,000/- and all amount was paid in total during possesion of flat in 1996. I wrote 2 letters to BSHB from feb 11 to May 11 but received no response. I decided to visit Patna personally from Delhi on 13 June 11 to enquire with all relevant papers and receipts. As a normal citizen I visited their office in Patna sat in reception from 11 AM to 5 PM but non of the officials bothered to ********** me as all were busy. At last one staff came and apprised me that my file is missing from Board's office as it has gone to revenue deptt for final calculation. Soon the staff said if i pay some amount to the clerk he will trace the file and we can see the contents. I assured to pay, with in 5 minutes the file was in front of me and could see that BSHB has to pay Rs. 32,853/- to me as I had paid some 5000/- extra at the time of possesion and later the cost of flat was reduced. This was a harrassment bribe which i had to pay in order to get the work done and to see the file myself. Had i not paid this amount I would had been in the impression that i have to pay some dues, which was averted by paying just Rs. 200 and would have stayed in Patna for several days to sort this out.
