NRI selling property in India

I am disgusted by the process of honestly and legally selling my property in India. Yesterday March 1, 2015 my CA went to the Income Tax office to get my capital Gains certificate which is the last hold up for the sale of my property in Mumbai and the office said - Rs 30,000 and you'll get it right away.
The entire property is purchased using my hard earned money in the US and when selling I have asked for full "white" money. My CA told me that means you may have to pay more taxes, but we need people to pay their taxes so that they have better services. Against his recommendation I decided to proceed with the legal route of paying my full taxes owed.
Well this is the last piece of bureaucracy that I had to jump through and given that all my paperwork was clean we figured it would be easy.
I am disgusted by it but I am also aware that this is the way business is done in India. I am disgusted that over a billion people can't stand up to this and that someone who is trying to take the honest route through this process just cannot.
