Paid Bribe to BESCOM for name and address change after flat registration

Our apartment is in NRI layout and we have paid Rs 1100 for each flat to change the name and address in BESCOM bill . The worst thing was, the agent has collected all money and did not do the work as expected, he was irresponsible asshole and did lots of mess up like wrong updates of name or address for almost for 80% flat owners.
