Paid a bribe to obtain Police Clearance Certificate

I had to obtain a Police Clearance Certificate from Ahmedabad Police in order to obtain work permits in certain high security location sin India.
I filled up the paperwork at the Police commissioner's office with the officer assigned to my area of residence.
After filling in the paperwork, the officer asked for 300 rupees for his paperwork and 200 for the officer who would be signing and sealing on behalf of the Police Commissioner.
I refused to do so and he was about to flare up when his superior walked in and he asked me to "go on" and that "it would be taken care of".
Since my office was pushing this, i checked with other people and it came to light that people who paid up received the certificate within 2 days of the payment.
While i had no hope of having such luck, i kept checking back and was asked to move back and forth between office and the Commissioner's office for two weeks.
Finally i was hammered on the head by my office and asked to pay up and reimburse it to the company. I called up the officer again and asked for the certificate. He asked me to ********** him close to a chowki near the Commissioner's office.
I went there and met him at this small secluded chowki. He started with how he had "fixed" many a "high moral grounders" like me in the past and that he had the legal right to hold my application for 3 months without cause. He said he would keep doing that and make me run around for months. My silent blank stare only angered him and he went on to threaten to lock me up and beat me too. At this point i called up my office and asked how necessary was it for me to be on this project. They said it was really important and i was advised to put up with the officer and pay him. I gave the officer the money who spoke a little more about how he "makes things actually go round in Ahmedabad" and then took his leave saying again that "it would be taken care of".
Next afternoon i received a call that the certificate had been posted to my office.
I regret to think of what i sowed that day and shudder to imagine what i might have to reap in the years to come.
