I went to Property Tax office in Indore Collectorate, Chattribagh. I had to open an Property Tax account to pay tax applicable on 1000 sq. feet plot situated in Vrandavan Garden, Gram Pipliyanaha.
I handed a photocopy of the plot's registry & asked the official to open my account so I may pay my due taxes. Three officials namely, Mr. Anil Motwani, Mr Milind Vaidya & Mr. Rathore, Incharge of Property Tax office, told me that all my documents are fine & my pending tax is Rs. 8300, but I have to pay Rs. 1000 as bribe to open an account or else you may to go to your zone office & pay your tax there. They added that the zone official will take the money for tax without giving you a receipt & will make run for 10 days before opening your account & they will also take the same amount of bribe, so its better to open account here. Since I was stubborn & I refuse to give bribe, I went to the zone office & they asked me to deposit 10k + bribe & come after 10 days. I argued that Rs. 8300 is my pending tax, then why should I give the official 10k. The official shouted at me & told me that since I am over smart I should go the property tax office instead & not waste their time. I realized that I have no choice but to pay bribe & choose the option which will be cheaper.
So I went to the Property tax office In Indore Collectorate & paid Rs. 1000 bribe extra. I noticed that they had to enter details from plot registry to Java based UI which connects to Nagar Nigam Indore server & it took just 5 min to open an account. I tried to be friendly with Mr. Anil Motwani, since he & I were Sindhi, to bargain the bribe. He told me in Sindhi language that this bribe is distributed among 9 official even their superior as well so he cannot bargain at all. Mr. Anil Motwani also added in Sindhi that to pass Naksha, Town & Country Planning Indore takes 2-15 lakh to pass per Naksha even though Automatic Building Plan Approval System (ABPAS) will make things online but still the official will hold your file . This 1k is very small bribe happening here as compared to 2 lakhs which I will have to pay there as bribe.
My work was completed in 5 min but I was dissapointed with my actions. I asked a friend, who is an advocate outside the Indore Collectorate, that I want to complain to Lokyukta about this issue since they are openly taking bribe & they can easily caught red handed if Lokyukta conduct a sting. But the advocate warned me to not to take such actions even Lokyukta Indore knows that this happen not only in Property tax office but also in Stamp duty office & other offices in Indore Collectorate & Lokyukta will not take any action.
I hope this forum will help in some way, or else such corruption will prevail in these offices & like any other Indian citizen mentality those who can afford will pay bribe & those who cannot afford it will have to pay bribe even though it is burning there pocket
