Paid bribe for passport verification despite having documents

After applying for the passport and verification process is complete, the policeman in charge asks for a bribe of Rs 500 even if the documents are proper. On being asked what the amount is for, the answer is that it is a 'fee.' Plus there is also a delay in processing and issuing of passport, exceeding the 40 day limit. The file is in the police station for about a month.
