Paid Bribe to seek condonation of shortfall in my attendance of M.P.Ed

I have been a student of M.P.Ed-1st year and had been absent on medical grounds for the last few weeks due to which my attendance fell short of the mandatory no. of lectures which every student has to attend. I had short fall of2% of Lectures and the power to condone it was with the Head of the department Dr. Sukhdev Singh, Deptt. of Physical Education, Guru Nanak Dev University, Amritsar. It was discretionary power with him but he chose not to grant me condonation even though I had medical certificate duly furnished. As per rules, as told by the staff of Vice-Chancellor, the HoD is duty bound to exercise discretionary powers if the reason was hospitalisation/medical. But the Head sir was adamant at demanding bribe of Rs. 20000/- through a part time professor. After bargaining I paid Rs. 17000 otherwise he was about to strike my name off the roll jeopardising my whole year and thousands of rupees paid in admission.
These kind of discretionary powers should not vest in the Heads and part time teachers. I wanted to inform the vigilance department but someone told me that the HoD would harass me or fail me in the annual examination because our university gets answerbooks evaluated through own professors to save time which is also in violation of principles of natural justice.
Now feeling relieved after paying bribe because I have nothing to worry about. Sometimes paying bribe brings comfort.
