Paid Rs. 4,000 to renew RC of my car even when all documents are in order

At the Noida Sector 32 Regional Transport Office (RTO) nothing moves without a bribe. Officers are incredibly rude and say arbitrary things like "Today it is already 1pm so we will not tell you what documents are required for RC renewal. Come back tomorrow and we will tell you what documents are required!" After breaking my head with them for 2 days I relented and gave Rs. 4,000 to a 'transport consultant' (i.e. tout) who has promised to get my work done. However, it seems that even with bribes the RTO is inefficient and unresponsive because it's almost 1 month and my renewal has yet to happen.
