Passport Office - To get passport File reference Number

I submitted my passport form through Deoghar post office and then waited eagerly to get file reference number through post. But the same never arrived. Then i thought it had been some problem with general post and waited for police verification and all. But that also never happened. Then i have to go to Ranchi office and i tried getting my file number so that i should get to know my status. There even after waiting for 8 hr i had to pay 1000 rupees to get my file number. Then i have to push my passport again,,,god knows for what reason. Then police verification came and i had to shell out 1000 more to police and 1000 to CID. But even till date i havent received my passport.
