Passport Verification Fees

Police officer who was verifying passport documents said that he wanted Rs. 200 as fees since they don't get anything from the Government for passport verification work. He says he even had to print the form on his own.

I don't know how true this is. But it is stupid & I felt humiliated while paying Rs. 200. Its not a significant amount, but it seems wrong.

What is the truth? Are they really not paid for passport verification by the *******
