Passport Verification File Lost

My passport verification file was lost from it lot. I requested many times in the office personally. They usually asked me to come on next date as it's tough to trace it out. Finally I asked the senior official there and they told me to give "kharcha Paani" as he has to engage his men exclusively for my work. Heck....they asked me for 1000...lastly got agree on 250 and did assure me to find and send the verification file to passport office. they gave me the file number but It never reached to passport office. My request is still pending.
