Passsport Verification officers need money to go through !

I am a Kerala native and I took passport while I was working at coimbatore in an IT company. For passport verification,police officer asked me to report to the nearest police station since I was not in my hostel when they came for verification. The very next day I reported to the nearest mentioned police station and informed about the purpose..They were 3 in that office room .They asked my native,regarding office.Since an IT professional,they asked me they need minimum 500 and they are 3 so that other formailities can make faster.. Since I am new to a police station and the way they behaved,their appearance etc forced me to give the amount..Got everything cleared.
But I really want to avoid such cases in future since these activites are part of their duty and Govt pays for them.
