Pay 200 and get yourself a seat among first few in the queue of 100's

I had visited Kormangala Passport office during their month long campaign for issuing New passports in the month of May 2011. I reached there at about 8:00 am and approached two of the constables/policeman at the entrance for enquiry. They gave the information and said that i will have to pay 200 Rs if i have to get a seat in the first 10 which they have occupied keeping their belongings. And he also said that the queue was huge and there are already more than 300 people in the queue and the passport officer accepts only 250 Applications a day.
So running out of better options i decided to pay Rs 200 /- to the policeman. However it went in vain because we had been there without a DD thinking that they will accept Cash as in Passport ********** Kendras and unfortunately all the Banks were closed on that day due to Basaveshwara Jayanthi.
Its really unfortunate to get into such situation because there was a Huge board behind the policeman that read "Please Do Not Pay *******
