Pay to lodge an FIR

I had lost my cell phone on the campus at IIT for which I needed to lodge an FIR. The constable told me to buy a bundle of A4 papers as he did not have any paper to write an FIR on. I lost my mind on him and argued, it was my civil right to lodge an FIR and theres no need to pay for this service in the meanwhile a friend who accompanied me took a 100/- and paid it to the other constable saying everythings settled.
