Police fee for passport

I was called over phone by the West Tambaram police and asked to come over to the police station for passport verification. I called the police commissioners office and checked with them if a person has to go in person for passport verification and their answer was NO.
Still i was called again over phone and also a post card with the instructions sent. I went and an official checked the mark sheets and ration card and when i was about to leave they asked for FEES! When i asked what fees they said that if i need to get the passport i need to pay the fees. I asked how much and they did not say anything. Since my TOEFL & GRE dates were very close i had to pay the BRIBE of *******
