A punishment bribe

I was driving by the railway station and got a call. It was a time when I was actively searching for a job so the call was very important to me. I picked it up and was telling the person that I was driving and will return the call when the traffic constable pulled me over for using the mobile while driving.
He started jotting down my name and address and then asked me to pay Rs 1000 as penalty. I said ok and and asked him as to where I was to pay it. He directed me to the police headquarters. I was walking back to my car when he started to lecture me on driving while talking on the phone. So I told him that it was a first time for me (usually I never pick the phone will driving). Anyway, after a 5 min lecture he asked me to pay Rs. 200 as a punishment bribe so that I would remember the sting if I ever think of using the phone will driving. I wanted to return the call to my prospective employer ASAP so I pulled out 200 bucks and started to hand it over to him. He asked me to give it to a coconut stall guy and that he would collect it later. I went and gave the shopkeeper the money and he laughed while telling me that the constable does this all the time. He never takes the money in public but collects the whole thing in bulk by the end of the day!!! In a day he earns about 400 - 800 bucks!!!
