Report for lost mobile phone and SIM card

I went to Police Station to get a report filed for list mobile phone (which the mobile phone service provides ask for to issue a duplicate sim with same no.). They asked for 100/-, but after I insisted (I could get a new sim for that much amount), they agreed for 20/- and two batteries for the police man's mobile phone :P, worth approx 40/-
