Rs. 1000 for a child's passport verification

I had applied for my childs (18 months old) passport at RPO, Hyderabad. Inspite of all the documents being in order a police verification was sent. The police came to my house for verification and since my kid was at my hometown at that time; the cop demanded Rs. 1000. I had to pay up or go through the agony of reapplying for passport.
