We were leaving on rent. We wanted passport on that address. The police clear cut demanded the money otherwise he told its difficult to get as there are many formalities like the rent agreement should be register with xyz,etc

We have no legal knowledge & wanted the passport as fast as possible as we were planning to go abroad in May 2012 as shelled it out to local police.
