Thousands of crores paid to the Railway TTIs everyday in India

It was Diwali time and I had to go home anyhow. My ticket was waitlisted at 7. TTI said no chance. But few hours later, I recognized a person who was further down the waitlist getting a confirmed berth. Fellow passengers advised me to pay some money to the TTI. When I approached the TTI, he kept saying arrogantly "no chance". I took my wallet out of my pocket, his expression changed and he said 100 rupees only. I paid Rs 100, and was given a confirmed berth on the spot. This happens with so many passengers in the 10000 trains running in India everyday.
