I bought a house and wanted to change the electricity meter to be on my name. After several trials, i waited for 4 months, but still the bill was on the name on previous owner and hence i had pay bills to the owner as it was directly withdrawn from his bank account. So i gave up after 5 months wait and decided to pay the bribe and make it work in a day!!!
