Transporting Alcohol for personal consumption

Hi,
I was taking 1 bottle of alcohol from Goa state to Maharashtra in a travels bus, after paying the 20 Rs charge for the permit. On entering Maharashtra Border Check Post, the police personnel claimed that the permit is invalid in Maharashtra and threatened to arrest me or pay him a bribe.
In order to avoid undue problems to the rest of the passengers, at midnight I paid him the amount.
Can someone say whether the permit is really worth it.. or it is just for namesake.
