I am a retired Army officer presently working in Mumabi. I had to pay the bribe to get a domicile certificate issued. As I have not stayed in any state for 15 years, I was told that as per law, though I am an Indian Citizen but not entitled to a domicile certificate from any state. i had to pay the bribe as my daughter's admission to an engineering college would not have materialized even though she did her 12th std from Mumbai and we have been staying in Mumbai since leaving Army and even own an house in thane. I never got a ration card made till date as that requires another few thousands. So much for those who give their present to secure the future of this Great *******
