Update of property card in your name @ Rs 2 lac ( published rate)

After registration of documents to purchase a property. The process is not completed there. One has to ensure that the Property card is updated. While doing so I was told that there is a published rate of Rs 2 lac per name transfer/updation. which means that if there are 3 updation s you pay 6 lac's. official fees for the same are Rs 5000 for which i got a receipt. But in-spite of holding all legal documents & officially the property being mine i had to pay this bribe to get a certificate which tells me this property belongs to me. without which the process is not complete & so is my title. so what is the point of registering the document alone, This means the registartion of properties bribe is nothing against this.
