They are taking bribe for passport verification.

- He is smart enough to take people out of CCTV camera area and then asking for bribe.

- He keeps on scaring you about documents to bring your moral down. So that you pay bribe being afraid. even though you have valid proof of identity,birth and address, he will keep on asking multiple proofs. e.g. irrespective proper address proof (aadhar, election card), he will ask for bank passbook and light bills and there is endless list with him.
