'When you come, please bring something for expenses'

A constable called me on my mobile one evening. This happened after I received my passport. I told him I already got my passport but he said no, you need to have it verified otherwise you will not be able to travel. It did sound logical and replied I will come to the police station. While hanging up the phone, the constable said - Bring something for expense. He did not mention for whose expense :-) but I was tempted to ask.
I went to the police station the same evening and was told to sign up. The inspector asked me lot of questions like,
What is your father's name, his occupation, your mother, her occupation, where I lived, my hometown address,Have you been to the police staion, etc.
He spoke flawless English and I was amazed.
Then he said, ********** the constable and sign in the register.
The constable was the same person who had rang me on the mobile.
He asked me, Have you brought something for expense. I said, yes.
He opened up a drawer and said 'Put'. I didn't understand and then he again asked me, Put the expense money.
I dropped a Rs100/- note there and he closed it.
I signed in a particular place and he said that my forms would be sent.
This was my first encounter with corruption and still haunts me till **********.
