Why cant I buy an office property by paying 100% in white

• Registration of Flat or Apartment
• Paid INR 45,00,000

I am looking to buy an office property at strategic location near chembur/Deonar and I cant a single builder willing to take 100% in white. I dont have black money and now am forced to go about the elaborate process of converting hard earned tax paid white money into black. Why cant the government improve this? I am told the government will not because they are hand in glove with the builders with many politicians having parked their ill gotten wealth in property development. It is done so openly and brazenly that one tends to believe in this story of government involement.
