Had bribe to get my personal laptop along with company's laptop

• Customs, Excise and Service Tax
• Customs Check and Clearance
• Paid INR 2,000

Although I had the customs letter for my company's laptop, the customs official said that they don't allow such letter and told me that I should have taken an export certificate to avoid the customs tax.
The next time I was flying to US, there was nobody at the counter to issue me an export certificate. Myself and a bunch of people waited at the customs counter for almost 2 hours in vain as nobody was at the counter to issue export certificates.
So deliberately they are not issuing certificates and are forcing people to bribe them as they are not carrying certificates.
