Lack of information at airport

I was a student in canada for studying computers. as in june i got summer holidays. so i plan to visit my home in hyderabad with some gifts that are worth 15000 maximum. but the officials at the terminal exit point scanned my luggage and harassed me to pay what ever i have in my pocket otherwise i have to stay for couple of hours or more for no reason. i get out of this mess i have to pay them 80USD from my pocket. when i reach home i search on internet to know the amount of lugguage worth that can be carried while travelling india; to my surprise it was rs/25000. so people get fooled just like that because of lack of awareness and information.
finally there should be somekind of euipment installed and stict laws are to be implemented to protect the citizens
