Service tax export Refund and registration matter

Though the service tax registratoion process is online. Yet the department donot give such certificate without getting acknowlwdgemenmt stamp. When u ask for acknowledged copy they ask for bribe ranging from Rs.500 to 5000/-

My client export refiund amount was obstructed by the department on filmsy ground i.e non compliance of impossibvle conditions of notifications, it was not being processed. I have to offer bribe to accelerate my export refund proceedings and to get sanctioned export refund amount. This government officer becomes client officer if u offer them bribe and will help u in getting claim.

Apart from above in passport matter also I had given bribe to verificaton officer, kolkata
