Rs.8000 Suitcase rendered useless for 750mL of Wine

I was visiting my family for last christmas and so had 2 bottles of wine in my check-in baggage. The bag weighed 23KG as per allowed limits. I reached HYBD airport to find that the baggage has not arrived. The baggage was locked using a TSA certified lock, just in case the customs wanted to check.
I received my baggage on 30th morning and for my surprise, i found that the lock was intact and the ZIPPEr was broken in an unrepairable manner. then found that 2LB written in chalk on my baggage which i realized "2 Liquor Bottles". I open the suitcase and saw only one in the case. That is when i realized that the customes at the airport has opened it and have taken one out.
the ones who are sitting at the borders to STOP theft of goods in any form themselves have to come down to this level. Thats a poor state of affairs.
Still I have no idea where to complain and whom to complain about?
The allowed limit to carry is 2 bottles not more than 2Lts of alcohol while flying. so my case was just 2 bottles of 750mL each.
SO basically, I lost ht wine, i had a damaged suitcase worth nothing and had to buy new, and have no one whom I can blame.
RGIA or any airport customs, PLZ DO NOT damage the baggage even if you want to STEAL our ITEMS in baggage.
